Quickest way would be (for me) to do all missions again and turn in the book or do zaishen bounties

Make sure you have done all the quests that give Ebon Vanguard rep first off. Guessing since you've beaten EotN, that you turned in your book to someone else (Norn or Asuran) for rep instead of Ebon Vanguard. Otherwise if you haven't beaten EotN, then finish it and turn in your book to Ebon Vanguard.
Then just farm shrines. Don't know of any farming methods for Ebon Vanguard, but Vanquishing is really the only other option that I can see to get your rep.

There is no real way to "farm" Ebon Vanguard points normally, the best way would be to vanquish area's or fill dungeon/story books and turn them in.
The only real "farm" I can think of is repeating Snowball Dominance over and over during Wintersday, but I doubt that's an option for you.
My suggestion would be to just take yourself through the story one more time and turn the book in for Ebon Vanguard points, it doesn't take too much time since you've already done all the primary quests.

The only way to "farm" Vanguard points is what Fabez said. Repeat SD over and over during Wintersday.
Doing so easily gets you 30k points a day without trying much. trying will get you double or more.

This is probably the fastest way: repeating missions. If you want to get the Eye of the North title too, it's best to just do everything (missions, dungeons and vanquishing) and then focus on grinding whatever is left.
Enjoy.

i got R10 now, started 1 week ago, I just did 9 dungeons on HM (all the same over and over) and then turn in the boo kfor 16,5K rep points. its really easy and fast! and you get some sweet drops at it
Shards Of Orr
Oola's Lab
Ooze Pit
Secret Lair Of The Snowman
Katacombs of Kathandrax
Fronis Ironfist (i think its called that)
Raven's Point
Bogroot Growts
another way is just speedbooking, did that also but that was boring as hell and no good drops... took me 10 min for 3K rep points with speedbook.
(just to let you know, i got from chests 1 Q10 eaglecrest axe, 3 gold polymock pieces and 1 Q11 storm daggers rest was all crap)

Would be my suggestion as well. Shame they didn't have the quest during Wintersday in July or you would have been set. You can max that title in a weekend by repeating the quest as well as get a few 1000 party pts.
